Agreement to use the new customs electronic declaration systems
To ensure that the SRS clients operate in a single SRS electronic declaration system (SRS EDS), as of 1 July 2009 the SRS EDS is expanded by adding to it the following systems for submission of declarations for customs purposes:
- Import Control System (ICS) - to submit entry summary declarations;
- Export Control System (ECS) - to submit exit declarations and exit summary declarations;
- Transit Control System (TCS) - to submit transit declarations and TIR data with the option to supplement them with data of summary (security) declarations;
- from 1 April 2015 – Manifests/Temporary Storage Module (MAN/PU) – to submit manifests and summary declarations on temporary storage.
In order to get an access to the expanded SRS EDS, economic operators either have to sign the agreement "On the Signing of Electronic Documents with an Electronic Signature, Using the Services of the Electronic Declaration System of the State Revenue Service" (the Agreement) with the additional covenant to the Agreement or register to the EDS online using e-signature smart card issued by joint-stock company "Latvijas Pasts" or JSC "Latvian State Radio and Television Centre".
Economic operators who are already the EDS clients but who are willing to operate also with customs information systems, have to sign an additional covenant to the Agreement.
Economic operator submits the signed Agreement in two copies, covenant to the Agreement in two copies and an application indicating the necessary information systems and providing information on their users at any Client Service Centre of the SRS Tax Department.
In the application form information on each information system has to be filled in separately.
Natural persons all the above mentioned documents can submit at any Client Service Centre of the SRS Tax Department.
Non-residents submit the above mentioned documents to the SRS Customs Board. English translations of the above mentioned documents are only for information purposes. Only documents in Latvian - Agreement, covenant to the Agreement and application will be accepted.
Documents which the user submit by using customs information systems, using the EDS user ID and password combination have the same legal status as the hand-signed paper documents. EDS user ID and password combination, within the meaning of the Agreement, is equivalent to an electronic signature.
If a legal or natural person uses the e-signature smart card issued by the state joint stock company "Latvijas Pasts" or JSC "Latvian State Radio and Television Centre", they only have to register to the EDS online and there is no need to sign the Agreement and the additional covenant to it.
According to the EU legal requirements, economic operators and other persons involved in performing any of customs procedures communicating with customs authorities in the whole EU have to use a unique Economic Operators Registration Identification number - EORI number.
To sign an additional covenant to the Agreement "On the Signing of Electronic Documents with an Electronic Signature, Using the Services of the Electronic Declaration System of the State Revenue Service" one has to present the EORI number.
