If at the border crossing points, the line of vehicles has been established the loads with goods that have to be carried by emergency procedure (in accordance with the Cabinet of Ministers Regulations No.166 “List of Goods to be Carried by Emergency Procedure at the Border Crossing Points of the External Borders” of 23 February 2010) are allowed to cross the border out of sequence.
State Border Guard officers, who admit vehicles crossing the external frontier at the road crossing point, shall issue numbered truck registration card to the person responsible for the freight which requires to be carried over the border using the emergency procedure. The ticket issued by the State Border Guard officers shall include the following information:
- vehicle state registration number;
- customs document number (SAD, TIR Carnet, etc.).
After receiving the registration card a person goes to customs control point and submits freight accompanying documents to the customs officer for evaluation. The customs officer evaluates the received goods accompanying documents and indicates whether the cargo meets or does not meet the requirements for crossing border using emergency procedure.
Next, the person responsible for the freight contacts the State Border Guard officer. The State Border Guard officer acts in accordance with the note in the registration card put by the customs official:
- if in the registration ticket it is indicated that the consignment meets the requirements for crossing border using the emergency procedure, the State Border Guard officer permits the vehicle with the particular cargo to enter the territory of the border crossing point;
- if in the registration ticket it is indicated that the consignment does not meet the requirements for crossing border using the emergency procedure, the State Border Guard officer returns the vehicle with the goods to the common line of vehicles.
