The report regarding the manufacturing of tobacco products shall be submitted to the State Revenue Service (hereinafter - SRS) by a merchant who produces, processes, recycles and/or prepackages tobacco products, or performs activities (including receipt and movement in the suspension of duty) with tobacco as a raw material for the manufacture of tobacco products and who has an existing special permit (licence) approved for the tax warehouse of excisable goods for the operation of the holder.
