The report regarding the release of alcoholic beverages for free circulation shall be submitted to the State Revenue Service (hereinafter - SRS) by a merchant who places an alcoholic beverage (except beer) in free circulation for consumption in Latvia and who has a valid special permit (licence) for the activity of an approved tax warehouse keeper, registered consignee and temporarily registered consignee, wholesale of alcoholic beverages, as well as other economic operators carrying out that activity.
