The report regarding the release of petroleum products (fuel) for free circulation shall be submitted to the State Revenue Service (hereinafter - SRS) by a merchant, who has a valid licence for the activity of an approved tax warehouse keeper, registered for the activities of the consignee, wholesale trade of fuel, as well as other merchants who do not need oil products for the sale of which a special permit (licence) is required, imported from other countries and released for consumption/marketed in the Republic of Latvia.
