Ship and aircraft supply services shall be carried out in accordance with the requirements regarding application of customs procedures as set out in the Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code (hereinafter – UCC), Commission Delegated Regulation (EU) No 2015/2446 of 28 July 2015 supplementing Regulation (EU) No 952/2013 as regards detailed rules concerning certain provisions of the Union Customs Code (hereinafter – DA), Commission Implementing Regulation (EU) No 2015/2447 of 24 November 2015 laying down detailed rules for implementing certain provisions of Regulation (EU) No 952/2013 laying down the Union Customs Code (hereinafter – IA), as well as the arrangements provided for in the Cabinet Regulation (11 August 2020) No 503 Customs clearance arrangements for ship and aircraft supply services.

On 21 February 2021, Chapters II and III of the Cabinet Regulation (11 August 2020) No 503 Customs clearance arrangements for ship and aircraft supply services concerning ship supply services came into force. Pursuant to the requirements provided in these chapters, the customs formalities related to ship supply services shall henceforth be completed in the International Freight Logistics and Port Information System (hereinafter - SKLOIS).

Persons providing ship supply services are required to contact the Maritime Administration of Latvia immediately to receive access rights to SKLOIS. Until such rights have been granted, the previous arrangements of customs clearance shall be followed.

As soon as a person has received the access rights, customs formalities related to ship supply services shall be completed in SKLOIS.

Submission of documents to the customs office in case of malfunctioning of SKLOIS

If a notification on malfunctioning of the system is received from the SKLOIS help desk (helpdesk@sklois.lv), one of the modes for submission of documents (listed in order of priority) under the fallback procedure shall be used until such time when the operation of SKLOIS is renewed.

Documents shall be submitted at the supervising customs office which is competent for the place where the goods are presented:

  1. Selecting Correspondence with SRS – Write a new letter in the Electronic Declaration System (EDS). The respective addressee (the specific Customs Control Point) shall be chosen under Category;
  2. if EDS has malfunctioned, documents signed with secure electronic signature shall be sent to the customs control point by email: Riga Free Port CCP – mkp.0210@vid.gov.lv, Ventspils Port CCP – mkp.0311@vid.gov.lv, Liepaja Port CCP – mkp.0411@vid.gov.lv;
  3. in person at the respective customs control point.

Once SKLOIS is operating again, the documents submitted under the fallback procedure shall be drawn up and submitted in SKLOIS.
