Any natural person crossing the border of the State of Latvia with the Russian Federation or the Republic of Belarus at the border crossing point established on the road has an obligation to notify individual excisable goods, in cases where a person crosses the border more frequently than once every 30 days, and in cases where the quantity of excisable goods imported exceeds the quantity to which the exemption from customs duties applies, or after customs duties an official's request.

The declaration form for movement of excisable goods shall be received, completed and submitted at the border crossing point.
At the border crossing point where customs control is not intended, it shall be submitted to the official of the State Border Guard.

Process description

  1. Service requests
    Any natural person who has a duty or who wishes to submit a statement of movement of excisable goods at the border crossing point to a customs official or, if customs control is not provided for, to the official of the State Border Guard, shall submit it in writing and present to the official of the State Border Guard separate excisable goods in the personal luggage for customs control (tobacco products, including cigarettes, alcoholic beverages) and indicate; and specifies the amount of fuel in the personal light-duty vehicle and mobile fuel tanks. Drivers of commercial motor vehicles shall indicate in addition the mileage of the vehicle (odometer reading) at the crossing point, as well as the name and registration number of the holder (owner).

    A statement of movement of excisable goods, when leaving the Republic of Latvia or entering the Republic of Latvia, may also be submitted, in cases where customs duties are not required for imported excisable goods, to the crossing points of Pededze, Meikšāni and Kaplava, where customs control is not provided for.

    The notification forms for movement of excisable goods shall be available free of charge to the competent authority at the crossing point of the State border. The information can be filled in the form in Latvian or English.

  2. Receipt of services
    The official of the competent authority shall check, on a random basis or in accordance with the information at his or her disposal, the conformity of the specified quantity of individual excisable goods with the actual quantity and the veracity of the information provided in the statement of movement of other excisable goods. The supply of the service shall be ensured by the nearest territorial customs inspection post or border crossing point where no customs control is provided.
