Get a service

A permit for the storage of goods at a place under customs supervision - a customs warehouse (room, territory).
A customs warehouse may store:
1) non-Union goods, applying customs warehousing procedures.
Storage of non-Union goods shall not be subject to:
import duty;
other charges (VAT, excise tax); or
trade policy measures (permits, licenses, quotas, etc.).
2) Union goods, if there is economic need and customs supervision will not be adversely affected.
Authorisation is required for storage of Union goods (reference customs warehouse activity licence), and they are not subject to customs warehousing procedures.

A customs warehouse may be public (type I or II customs warehouse) or private. Public customs warehouses may be used by anyone. Private customs warehouses may be used only by the warehouse operator.

Process description

  1. Service requests
    In order to obtain an authorisation, an application shall be made to the Customs Decision System (CDS - EU Trader Portal) using the SRS Electronic Declaration System (EDS) (https://eds.vid.gov.lv/login/ - Connect to European Information Systems - Customs Decision System (CDS - EU Trader Portal) - Applications - New Application).

    For customs warehouses not located on bunker barges, submit the following documents:
    1. the location plan (or copy) for the customs warehouse;
    2. if a customs warehouse is intended for storage of foodstuffs (as defined in Regulation (EEC) No 612 / 2009 37, par. 1), the applicant must submit a guarantee in accordance with Regulation No 612 / 2009 37, par. 2.
    If a customs warehouse is intended to be located on a bunker barge, submit the following documents:
    1. bunker barge sea worthiness certificate (copy);
    2. storage hold placement diagram (copy) indicating the name of the applicant and EORI number and clearly marked and identified storage spaces including capacity and total pipeline system volume; and
    3. documents (copies) indicating quantities the storage holds can accommodate (certificates for measuring instruments and hold capacity and tank calibration tables).

  2. Receipt of services
    A decision regarding an authorisation for the operation of storage sites for the storage of goods in a customs warehouse (favourable or unfavourable) shall be communicated electronically to the economic operator (the applicant) in the Customs decision system.
