Authorisation for the temporary storage of non-Union goods under customs supervision during the period between their presentation to customs and the application or re-export of the customs procedure.
The authorisation shall specify the place of temporary storage of the goods and the conditions for the operation of the temporary storage site of the goods. The place of temporary storage of goods may be used by any person.
Customs procedures apply to all non-Union goods in temporary storage, or they will be returned after 90 days.

Process description

  1. Service requests
    In order to obtain an authorisation, an application shall be made to the Customs Decision System (CDS - EU Trader Portal) using the SRS Electronic Declaration System (EDS) (https://eds.vid.gov.lv/login/ - Connect to European Information Systems - Customs Decision System (CDS - EU Trader Portal) - Applications - New Application).
    Submit the following documents:
    1. proof of ownership of the temporary storage space or a lease agreement;
    2. temporary storage facility plan with clearly marked and identified storage spaces, address, external borders of storage and other buildings (warehouses, sheds, etc.), total area and volume of container and pipe systems broken down by container and pipeline.

  2. Receipt of services
    The decision regarding the authorisation to carry out the operation of temporary storage sites (favourable or unfavourable) shall be communicated electronically to the economic operator (applicant), in the Customs decision system.
