Authorisation for goods transported in international transport using a TIR carnet.
The holder of the authorisation must ensure that the TIR carnet and the main reference number (MRN) of the TIR operation are presented to the customs office of destination within the time limits specified in the authorisation for completion of the TIR operation.

Process description

  1. Service requests
    Authorised receiver status for TIR operation shall be granted to applicants who demonstrate that they comply with all necessary requirements.
    In order to obtain an authorisation, an application shall be made to the Customs Decision System (CDS - EU Trader Portal) using the SRS Electronic Declaration System (EDS) (https://eds.vid.gov.lv/login/ - Connect to European Information Systems - Customs Decision System (CDS - EU Trader Portal) - Applications - New Application).
    The customs authority has 30 days to check whether all conditions are fulfilled and will notify the applicant of the decision.
    The application date is registered when the customs authority has received all necessary information.

  2. Receipt of services
    The decision regarding the authorisation to use the status of authorised consignee for a TIR operation (favourable or unfavourable) shall be communicated electronically to the operator (applicant) in the Customs decision system.
