A permit to receive goods in places specified in the permit, entering into the transit procedure EMDAS, and to omit goods independently (without presenting the goods and transit declaration at the customs office of the consignee or destination), if the State Revenue Service (hereinafter - SRS) has not notified the authorisation holder of the need to inspect the goods to be mutated and the documents thereof.

Process description

  1. Service requests
    To obtain Authorised Receiver permits, the conditions and criteria referred to in Regulation (EC) No. 2015/2446 191, Paragraph 1 and Code, Section 39 (a), (b) and (d) must be complied with.
    In order to obtain an authorisation, an application shall be made to the Customs Decision System (CDS - EU Trader Portal) using the SRS Electronic Declaration System (EDS) (https://eds.vid.gov.lv/login/ - Connect to European Information Systems - Customs Decision System (CDS - EU Trader Portal) - Applications - New Application).
    The Customs Authority will review the application within 30 days and inform the applicant of acceptance of the application. If the application is incomplete, the applicant will be notified and has no more than 30 days in which to submit outstanding information. Otherwise, the application will be denied.
    The date of acceptance of the application is the day when all relevant information has been received.

  2. Receipt of services
    The decision regarding the authorisation to use the status of the authorised consignee for the Union transit procedure (favourable or unfavourable) shall be communicated electronically to the economic operator (applicant) in the Customs decision system.
