Authorisation for the operation of regular shipping services in which Union goods are transported on vessels only travelling between ports situated in the customs territory of the Union. The authorisation shall specify the services of scheduled shipping services in the customs territory of the port Union.

Process description

  1. Service requests
    Permits are issued to EC registered shipping companies that regularly use EU transit procedures in Latvia. The applicant must be registered in the EORI system (Regulation 952/2013, par. 9) and have an individual enterprise registration and EORI identification number. Permits are issued if all terms and criteria referred to in Regulation (EC) 2015 / 2446, par. 120 – 2 are adhered to. The application must be submitted to Union Customs Code (UCC) through EDS – “Connect to the European Information Systems”.
    The Customs Board will review the application within 30 days and inform the applicant of acceptance of the application. If the application is incomplete, the applicant will be notified and has no more than 30 days in which to submit outstanding information. Otherwise, the application will be denied. The date of acceptance of the application is the date when all relevant information has been received.

  2. Receipt of services
    The decision regarding the authorisation to establish regular shipping traffic (favourable or unfavourable) shall be communicated electronically to the operator (the applicant), in the Customs decision system.
