Authorisation of non-Union goods to apply the end-use procedure in order to benefit from an exemption from import duties or to reduce the rate of import duties due to the special use of the goods.
For goods to be placed under the end-use procedure, they must comply with the criteria laid down in the annual amendment of Annex I to Council Regulation (EEC) No 2658/87 of 23 July 1987 on the tariff and statistical nomenclature and on the Common Customs Tariff.

Process description

  1. Service requests
    In order to obtain permission to use the special customs procedure under the end-use procedure, the person must submit an application to SRS customs board
    and log on to the EU Customs Code (SMK) Customs decision system through EDS “Connect to European Information Systems”.
    To become an EDS user, please read info on the SRS link “Electronic Declaration System”.
    In addition to the EDS system, submit also “An application for European Commission SMK Customs decision-making system user (s)”.

  2. Receipt of services
    The decision regarding the authorisation to use the end-use procedure (favourable or unfavourable) shall be communicated electronically to the economic operator (applicant) in the Customs decision system.
