In order to place the goods in temporary storage, it is necessary to submit a temporary storage declaration. Temporary storage means temporary storage of non-Union goods under customs supervision during the period between their presentation to customs and the application of the customs procedure to them or re-export.

Non-Union goods in temporary storage must be placed under the customs procedure or should be re-exported within 90 days. The placement of goods in temporary storage requires a general guarantee to cover the customs debt that may arise. The guarantee shall be provided by the holder of the authorisation of the temporary storage site prior to receipt of the authorisation.

Process description

  1. Service requests
    The temporary storage declaration identifies goods placed in temporary storage. Goods in temporary storage may be subject to treatments designed to ensure their preservation in an unaltered state without modifying their appearance or technical characteristics.
    The declaration must be submitted electronically by one of the following persons:
    • the person who brought the goods into the customs territory of the Union;
    • the authorized person who brought the goods into the Union on behalf of someone else;
    • the person who assumes responsibility for transport of the goods after they were brought into the Union;
    • the person with authorisation from the warehouse.
    Temporary storage declarations must be submitted electronically through EDS EMDAS (https://eds.vid.gov.lv/login/ - Processing of customs data EMDAS).
